UAE Introduces New Policy for Recognising Foreign University Degrees

The UAE has launched the "University Certificates Recognition" system, replacing the previous "University Qualification Equivalency" framework to simplify the process of recognizing foreign degrees. ​

This reform aims to enhance educational and employment opportunities for residents and expatriates.

Key Updates:

✅ Immediate approval for degrees from globally ranked universities (601 and above)

✅ Reduced documentation (up to 85%) and faster processing

Take Note of the New Process

The UAE Ministry of Higher Education and Scientific Research has announced significant revisions to the recognition process (formerly known as attestation) for foreign university degrees.

🔹 Recognition of Non-Traditional Degrees
According to Gulf News, the ministry will now grant conditional recognition to degrees obtained via:
✔ Distance learning

✔ Open education

✔ Online education

✔ Correspondence education

This recognition is subject to specific criteria established by a dedicated ministerial committee.

This move reflects the UAE’s commitment to flexibility in education, ensuring that globally diverse learning experiences are acknowledged within its academic and professional landscape.

Streamlining the Process

The new recognition process for foreign university degrees in the UAE now follows two key stages:

1️⃣ Degree Verification

  • The authenticity of the degree must be verified by Dataflow or QuadraBay, the two official agencies appointed by the Ministry of Higher Education and Scientific Research.
  • Verification costs vary by country and the awarding institute’s requirements.

2️⃣ Certificate of Recognition

  • Once verified, applicants receive a document that facilitates obtaining the Certificate of Recognition from the Ministry.
  • If all criteria are met, this step typically takes two days.

  • Application tracking is available throughout the process.

Important Recognition Criteria

✅ The university must be officially recognized by the relevant authorities in its country.

✅ Students must follow approved study methods by their university.

✅ If studying online, ensure the university is recognized for distance learning by the UAE’s Ministry of Higher Education.

🚫 Not Recognized:

❌ Vocational certificates without formal study

❌ Short-term training program certificates

❌ Degrees obtained through specialized programs for specific demographics

📌 Special Cases:

🔹 Medical & Engineering Degrees – Master’s and doctoral applicants must have a bachelor’s degree in the same field.
